Dear Friends,

We would like to invite you to the 7th National Conference on Electoral and
Political Reforms to be held in Chennai on February 12 and 13 (Second
Saturday and Sunday) at IIT Madras. This is part of the work of the
National Election watch (NEW) and supported this time by Tamil Nadu Election
Watch and the Association for Democratic Reforms (www.adrindia.org) . NEW is
a network of over 1200 NGOs working in every state of the country.

Some of the people who will attend include the Chief Election Commissioner
of India, senior media people, politicians, eminent civil society leaders,
and representatives of NGOs from all over India. For perhaps the first time
we will also have participation of youth. We also plan to use this to
revitalize the election watch work for the coming assembly elections in 2011
in Tamil Nadu, Kerala, Pondicherry, West Bengal and Assam.

These annual events have led to some interesting outcomes perhaps – for
instance, the Government has set up yet another committee on electoral
reforms and the first issue there is on criminalization and misuse of money
power in elections. These were the issues highlighted by NEW in its decade
long work on electoral reforms.

We are also holding two sessions for the first time. One is on getting a
Bill introduced to regulate political parties. This emerged from NEW’s work
where people realized that political parties put up dubious candidates, and
are responsible for misuse of funds during elections. The second is on the
issue of Corruption facing the nation. While we believe that election
expenses are a root cause of all types of corruption, we also feel that
corruption as a separate topic needs to be addressed and taken to the field.
